FSM CIC Seminar 2026 Successfully Held in Tokyo

On October 23, 2026, Wesley W. Simina, President of the Federated States of Micronesia (FSM), who was on an official visit to Japan, held a summit meeting with Prime Minister Sanae Takaichi at the Prime Minister’s Official Residence.

Additionally, President Simina delivered the opening remarks at “FSM Captive Insurance Seminar 2026″ held in Tokyo on the same day. In his remarks, the President strongly expressed to stakeholders in Japan’s business and insurance sectors the FSM government’s policy to strengthen the FSM Insurance Board structure and maintain high industry standards while creating a stable, efficient, and flexible regulatory environment that meets corporate needs.

The seminar featured presentations by various professionals, including an introduction to captive insurance by the FSM Insurance Board.

At Hotel New Otani Tokyo, which served as the seminar venue, a reception commemorating the 40th anniversary of the independence of the Federated States of Micronesia was also held, attended by President Simina and the First Lady, members of the FSM Congress including Vice-Speaker Romolow, and Iwao Horii, State Minister of Foreign Affairs as the representative of the Japanese government.

When the Japanese side conveyed congratulations on the 40th anniversary of the independence of the Federated States of Micronesia, President Simina expressed gratitude for Japan’s long-standing support and cooperation.

The Federated States of Micronesia Tokyo Seminar 2025 Successfully Held

On Friday, October 10, 2025, the Federated States of Micronesia (FSM) Captive Insurance Seminar (hosted by the FSM Captive Insurance Association) and the IMC Seminar (hosted by MRA Advisors) were held at Kioi Conference Center in Kioicho, Tokyo.

At the FSM Captive Insurance Seminar, members of the FSM Insurance Board delivered a presentation titled “An Introduction to Captive Insurance in the FSM,” providing an overview of the captive insurance framework in the Federated States of Micronesia.
In addition, Professor Noriyoshi Yanase of the Faculty of Business and Commerce, Keio University, gave a keynote lecture entitled “Future Outlook and Key Challenges in Japanese Corporate Risk Management.”

At IMC Seminar, Ms. Josephine Joseph-Silem, Assistant Attorney General and Chief of Law of the FSM Department of Justice, delivered a presentation titled “Introduction to the Federated States of Micronesia.”She introduced the role of the FSM Department of Justice and provided an explanation of corporate registration in the Federated States of Micronesia. The presentation was supported by interpretation provided by Ms. Akiko Tsuno.

During the seminars, participants actively engaged with the speakers through a lively question-and-answer session, demonstrating a high level of interest in the topics discussed. The reception party that followed was also well attended and filled with enthusiastic networking and discussion.

2024 FSM CIC Seminar held in Tokyo

On 19 July 2024, the 2024 Federated States of Micronesia Captive (FSM) Insurance Seminar and reception were hosted by FSM Captive Insurance Council, the FSM Insurance Board, the FSM Embassy in Tokyo and MRA Advisors Inc. This year’s reception was dedicated to celebrating the 1st Anniversary of the opening of the new FSM Embassy building in Tokyo.   Our partners and sponsors strongly supported the event.

Captive Insurance Webinar 2022 Was Held

On Friday, 11/11/2022, the FSM CAPTIVE INSURANCE COUNCIL hosted the FSM Captive Insurance Webinar 2022 online.

The program began with a speech on the historical ties between the Federated States of Micronesia and Japan, followed by presentations by professionals on topics such as Micronesian captive Q&A, supply chain cyber risk, and trends in the global captive market.

Captive Insurance Webinar 2021 was held

Captive Insurance Council (CIC) held a “FSM Captive Insurance Webinar” on November 18, 2021 from 2:30pm Tokyo Time.

President Panuelo gave a live message from the Federated States of Micronesia, Ben Whitehouse, the captive insurance consultant to the Insurance Commissioner in the FSM and many other captive specialists discussed hot topics and a tax advisor spoke about Captive Insurance with CFC rules.
